This course covers the historical background of American federalism, empirical cases in intergovernmental cooperation and conflicts, public policymaking and implementation in intergovernmental relations, fiscal relations between government bodies, multi-faceted challenges in intergovernmental relations, comparative framework, and future prospects of intergovernmental relations.

This course covers an understanding of how public, private, and non-profit organizations manage their human resources. Students learn skills and competencies that managers need to develop.
